Can u take a penny as cooper to a scrap yard?

At this time the US Mint has used its right under the law, to prohibit melting of cents and nickels as well as to restrict their export. Unless the value of copper and nickel really drop in value, the mint will restrict melting. In that case they will not be worth melting. Any one with bars of copper or nickel for sale, may be asked to prove were they came from. The bars with a manufacturers name or trade mark are sell on eBay with no problems but blank ones may be questioned. Best bet keep your cents at home or spend them.
