Drummers, I need help on my double bass?

Alright, I've already attempted the swivel technique, and I got nowhere. My heel up technique is great, and I have not attempted hell toe yet. I have a question for my heel up though, when I play heel up, I am good for a few seconds, and then the beaters hit the bass drum at the same time forever. How do I stop this? It goes R L R L R L R L R L RL RL RL RL RL RL RL RL RL RL RL? I want it to go R L R L R L R L R L etc.
